Workshop upgrades dont work

Just happened

OK I upgraded my swordsman armor and my combat does not show an increased defensive ability. My defensive ability for the upgraded sheilds should have read 34 as my defensive number, not 28 just like it was before I started if I was getting the +3 sheild upgrade.

I thought upgrades applied globally and for units that are already built. These units were built before the upgraded shelds were selected.
